RFD-01: Filing for GST Refund

The process begins with taxpayers filing Form RFD-01 on the GST portal. This form is used to claim a refund, and it’s essential to note that refunds will only be issued when the claimed amount exceeds Rs.1,000/-. The application involves selecting the ‘Refund’ tab, choosing the ‘Application for Refund’ option, and providing necessary details. The officer processes the refund within 15 days, and it can be claimed for accumulated Input Tax Credit (ITC) on exports, excess cash balance, or tax paid in error.

RFD-02: Acknowledgment of Refund Application

After filing Form RFD-01, applicants receive acknowledgment in the form of RFD-02 within 15 days if the application is proper and complete. Once issued, no deficiency memo can be issued for the same application. RFD-02 is auto-populated on the common portal after filing Form RFD-01.

RFD-03: Issuance of Deficiency Memo

If discrepancies are found in the refund application, the officer issues a deficiency memo (RFD-03) within 15 days from the application filing date. The applicant must rectify the deficiency and file a new refund application within two years from the relevant date.

RFD-04: Provisional Refund Disbursement

In case of irregularities in the refund application, the officer can disburse 90% of the claimed amount provisionally using Form RFD-04. This form needs to be issued within 7 days from the generation of acknowledgment (RFD-02).

RFD-05: Payment Advice

RFD-05 is issued by the GST officer to electronically credit the net refund amount to the taxpayer’s bank account, along with interest if applicable. It is also used when the entire refund is credited to the Consumer Welfare Fund under an order issued in RFD-06.

RFD-06: Refund Sanction Order

Within 60 days of submitting the application, the GST officer processes the refund application. If admissible, an electronic Refund Sanction Order (RFD-06) is issued, specifying the amount claimed, provisional refund, inadmissible refund, and the net amount to be paid.

RFD-07: Order for Complete Adjustment

It is an order for the complete adjustment of the sanctioned GST refund. It provides details on the refund claimed, provisional refund, inadmissible refund, refund admissible, and the adjustment against outstanding demand.

RFD-08: Inadmissible Refund Notice

If part or the whole refund is inadmissible, the GST officer issues RFD-08, specifying the reasons for rejection. The taxpayer has 15 days to respond with reasons why the refund should not be rejected.

RFD-09: Reply to Notice

The taxpayer responds to the RFD-08 notice by filing RFD-09, providing reasons and necessary documents as requested.

RFD-10: Specialized Agency Refund Application

RFD-10 is similar to RFD-01 but is filed by specialized entities like the United Nations agencies or consulates. These entities can claim a refund for taxes paid on goods and services for their official use.

RFD-11: Exports without Payment of IGST

It is used when a taxpayer wants to make export transactions without payment of Integrated Goods and Services Tax (IGST). It involves furnishing a bond or a Letter of Undertaking (LUT).
